While I actually find Ramirez to be rather ill-suited to romantic leanings in this game, I have laid out my observations regarding the likelihoods of such relations by character. With that said, there are male/male pairings discussed here, so if that bothers you, turn back now! You've been warned.

-spoilers ahead!-

x GALCIAN

There's always some discussion about shonen-ai/slash in SoA, chiefly between Ramirez and Galcian. Personally, I'm not sure whether it really exists, but there are some things I've noticed.

Throughout most of the game, Ramirez is noticeably emotionless, cold, unfeeling. His expressions offer little help in decoding his thoughts, and his personal relations are sparse. Yet in select instances, he allows his emotions to overwhelm him and his mind. When it comes to Galcian's death, for example, we see Ramirez's entire demeanor change, becoming that similar to a devastated and enraged loved one.

His loyalty and affection for Galcian, no matter what type, are all too apparent.

X VYSE

Okay, okay...not likely. And yes, I threw this one in here primarily for shock value. But, it would be fun to speculate about it - well, it'd be fun to me, anyway.

I think that if this pairing were to work, it'd be surprisingly similar to the Duo x Heero dynamic in Gundam Wing. They balance each other out: Duo is the happy-go-lucky one that tries to make Heero lighten up and live a little. He occasionally even gets him to smile! And likewise, Heero manages to mellow Duo out, brings out his serious side that we all know exists but hardly ever see. I think the same situation would be there for Ramirez and Vyse: Vyse as we all know loves cheering people up, especially those he cares about. And, conversely, Ramirez is so taciturn and serious that he'd balance out Vyse's antics and stabilize the relationship.

Hey, I think this one could have worked. If only they weren't fated to fight on opposite sides.

x FINA

This coupling seems to me to be the least likely of them all, and here's why.

While the two were apparently close childhood friends, Ramirez has since allied himself emotionally and mentally with Galcian, and swearing an undying allegiance to him, was prepared to destroy the world in his name. I don't see this kind of devotion or feeling for Fina, or anyone else for that matter.

The only real reference he makes regarding their past friendship is when he tells Fina that the Ramirez she knew "...is already dead...". And in addition, it seems like their childhood relationship was more of a brother/sister variety anyway. No real room for romantic feelings.
